Rob Dougherty, owner of 7th Street Entertainment is proposing to renovate the properties located at 305, 311, 315 and 317 East 7th Street, converting them into an 18-and-over non-alcoholic country dance hall, an over-21 bar, an open-air courtyard and restaurant.
