PITTSBURG, Kan. — Cathy Kinkaid, a resident of Pittsburg, spoke in front of the city commission during public remarks expressing frustration about the apparent lack of enforcement of city codes pertaining to copious amounts trash on neighbors’ property. According to Kinkaid, there are several rental homes in her neighborhood that are notorious about not keeping the property maintained. She said there are piles of trash bags that act as an open invitation to animals.
