GIRARD, Kan. — Effective as of April 1, 2021, the Truth in Taxation law requires county clerks across the state to mail out notices to each taxpayer informing them from which various sources their property taxes are collected, and the mill rates associated with them. Any annual budget proposal by a taxing entity, such as a county, city, or school district, that exceeds the previous year’s revenues — known as exceeding the “revenue neutral rate” — is required to hold a public hearing. According to the law, “revenue neutral” is neither an increase nor a decrease in real dollars raised by a taxing entity, such as a school district, city, or county government.
