GIRARD, Kan. — The city of Girard approved the purchase of culvert inventory at its Monday meeting. Public Works Director Jackie Messer said buying a load of the culverts all at once could save the city money by reducing the number of trips he makes to pick them up as they are needed. “What we’ve been doing for a long time is run and get one (pipe), run and get one so I wanted to get an inventory,” Messer said.
