GIRARD, Kan. — The Crawford County Commission meeting on Tuesday morning opened with a bang. Former commission candidate Paul “Speedy” Totman, sporting a Speedy Gonzales T-shirt for the occasion, demanded Commissioner Bruce Blair fire his road and bridge foreman, Billy “Joker” Kavanagh, because of work being done on 140th Street.
