Paulen said this afternoon in addressing between 5,000 and 6,000 persons at the soldiers and sailors reunion on the occasion of American Legion Day. Not only obedience to law but also devotion to high ideals of government is essential to good citizenship, the governor said. The state is a bit business institution in which every resident is a stockholder and the realization in steadily growing that its officials must act for all the people and not for one political party, Governor Paulen asserted.
