GIRARD, Kan. — County Commissioners met with Dick Horton of Horton’s Consulting in a public interview on Tuesday morning. Horton’s firm is being considered for writing the county’s upcoming comprehensive plan. Horton’s has most recently been consulting for a pair of Kansas counties near the Nebraska border but has a reputation that extends all the way to the upper peninsula of Michigan where he has been consulting for one county for 20 years.
