CHERNIHIV REGION, Ukraine (AP) — An exchange of prisoners between Russia and Ukraine from their 3-year-old war was underway Friday, a senior Ukrainian official said, in one of the few signs of progress in international efforts to halt the fighting. The swap was not yet finished, according to the official, who spoke on condition of anonymity because he was not authorized to speak publicly. Moscow did not immediately confirm the exchange was underway.
